Thierno is, a member of the Paris Bar who had practiced in international law firms in Paris and
came to Senegal in order to offer directly at the local level a complete range of services
corresponding to international standards and meeting the specific needs of projects and
transactions in Africa, particularly in the OHADA zone. He holds a Master degree in Environment
law from Panthéon Sorbonne University & Panthéon-Assas University (Paris) – Master degree in
Business Law with a major in regulations and public contracts from UPEC University) (Paris) –
Master degree in international law from Panthéon-Assas University (Paris).
Thierno also has an in-depth knowledge of public institutions through his experience at the
Conseil d’Etat (France) and the Ministry of Economy, Planning and Cooperation of Senegal.
Thierno Dieng has assisted the Senegalese Ministry of Economy, Planning and Cooperation in
the drafting of the new legal framework for PPPs.
Thierno’s areas of expertise include, among others, project finance, PPPs, public procurement,
real estate, international business, banking & finance, private equity and M&A, energy, mining,
oil & gas, CSR policy, environment, intellectual property. Recent representative transactions
include advising:
– A mobile money operator in the context of its fund raising;
– Eva Group in connection with the acquisition of its Senegalese subsidiaries by Sopra Steria
Infrastructure & Security SAS;
– a logistics subcontractor in the framework of the PPP project for the for the mineral and bulk
port of Bargny-Sendou;
– A Canadian company specializing in new technologies in connection with its establishment in
Senegal;
– An Indian group specializing in the distribution of cosmetic products in the context of its
installation in Senegal; – A Senegalese mining company in the negotiation of several commercial
agreements with its foreign partners.
